Meet Raisa

Raisa Koltun immigrated to the United States from Belarus with her family at age 9. Her family settled in the North Shore of Milwaukee, which she continues to call home today.

The values of hard work, integrity, and helping others were prominent in Raisa’s immigrant upbringing. This ethic, paired with a passion for public service, has driven Raisa’s commitment towards community service. 

Raisa graduated from Nicolet High School and attended UW-Madison, where she earned both Doctor of Pharmacy and Master of Public Health degrees. Her public health studies were focused on global health and infectious disease. 

Upon return to Milwaukee, Raisa worked with the City of Milwaukee Health Department for several years before taking a position with the County as Legislative Affairs Director. She was promoted to Chief of Staff in 2014, in which role she was responsible for overseeing day-to-day functioning of Milwaukee County government, its 4,000 employees, and its billion-dollar budget. 

Raisa's expertise in public health came in handy when the COVID pandemic hit – it helped her support the County and its municipalities through needed emergency operations. Raisa left the County in 2020, following the retirement of County Executive Chris Abele and a smooth transition to County Executive Crowley. 

Today, Raisa works as a Senior Advisor for Chris Abele, supporting his various initiatives aimed at building a stronger Milwaukee through local entrepreneurship and social stewardship. In her free time, Raisa enjoys volunteering (including serving on the Whitefish Bay Plan Commission), playing golf (when Wisconsin weather allows), and spending time with her partner Mike and stepson James (a 4th grader at Richards). 

Raisa’s interest in serving on the Whitefish Bay Village Board is fueled by her passion for community and good government. She looks forward to supporting the strong leadership of the Village and bringing forward innovative strategies to grow Whitefish Bay as a leader and role model for others.
